MOSCOW, April 26 (Sputnik) — The ATT creates a framework to regulate arms trade and prevent the illicit trade of weapons, including small arms, tanks, combat aircraft, warships and other military hardware, according to the United Nations Office for Disarmament Affairs.
According to the UN, 130 countries have signed the treaty and 65 have ratified it.
"We still find Russia joining the ATT to be inexpedient, considering the fact that its standards are significantly lower than Russian ones," the ministry said in a review of Russian foreign policy and diplomatic activity in 2015.
