LIVE UPDATES: Over 40 Ukrainian Soldiers Voluntarily Laid Down Arms in DPR - Rights Envoy

Earlier on Friday, Volodymyr Zelensky suggested to Russian President Vladimir Putin that they sit down at the negotiation table. The Kremlin said Putin is ready to send a delegation to Minsk for talks with a Ukrainian delegation. Kiev later suggested holding talks in Warsaw, and then stopped responding, according to the Kremlin.
Russia announced a special military operation on 24 February with the goal of protection of the Donetsk and Lugansk People's Republics (DPR and LPR) from the Ukrainian forces, as well as demilitarization and denazification of Ukraine and bringing the puppet regime in Kiev to justice for the crimes it has committed. Moscow said the military operation does not pose a threat to civilians and only targets the military infrastructure.
According to the Russian Ministry of Defence, Russia does not need the territory of Ukraine and it does not intend to stay in Ukraine, will withdraw its troops after the special operation is complete.

UN (Sputnik) - The official statement of the office of the UN Secretary General Antonio Guterres about his conversation with Volodymyr Zelenskyy does not mention the topics of depriving Russia of the right to vote in the UN Security Council or recognizing Moscow's actions in Ukraine as genocide, as Kiev claimed earlier.
"This afternoon the Secretary-General spoke with President Volodymyr Zelenskyy of Ukraine. The Secretary-General conveyed to the President the determination of the United Nations to enhance humanitarian assistance to the people of Ukraine. He informed the President that the United Nations would launch on Tuesday an appeal to fund our humanitarian operations in Ukraine," the readout says.
Guterres himself also did not mention genocide or Russia's UNSC voting rights.
"I spoke today with @ZelenskyyUa and conveyed the determination of the @UN to enhance humanitarian assistance to the people of Ukraine. Respect for international humanitarian law and the protection of civilians are now paramount," Guterres tweeted.

Over 40 Ukrainian Soldiers Voluntarily Laid Down Arms in DPR - Rights Envoy
DONETSK (Sputnik) - More than 40 Ukrainian soldiers voluntarily laid down their arms and joined the Donetsk People's Republic, those injured were given medical assistance, Daria Morozova, the DPR's human rights envoy, said on Saturday.
"We are talking about more than 40 people who took part in the hostilities in the south and were abandoned by their commanders in positions without communication and support. Including women and those wounded. While talking to them, I became convinced that their decision to surrender was voluntary," Morozova said in a statement.
Those wounded were provided with full medical assistance, she noted.
Morozova confirmed that all Ukrainian soldiers who had voluntarily surrendered can return

Russian Defense Ministry Confirms Operation in Ukraine Resumed After Kiev Refused to Talk
MOSCOW (Sputnik) - After Kiev refused to negotiate with Moscow, all Russian units received an order to resume the advance into the Ukrainian territory in all directions following the plan of the operation, Russian Defense Ministry spokesman Major General Igor Konashenkov said on Saturday.
He noted that the offensive operation was suspended on Friday during the preparations for talks with Kiev.
"After the Ukrainian side abandoned the negotiation process, all units were ordered today to continue the advance in all directions in accordance with the operation plan," Konashenkov said.

MOSCOW (Sputnik) - Ukrainian nationalists keep placing rocket launchers and artillery in residential areas in Kiev and other cities, Russian Defense Ministry spokesman Maj. Gen. Igor Konashenkov said on Saturday.
"Our reconnaissance keeps seeing that Ukrainian nationalists are placing rocket launchers and artillery units in residential areas not only in Kiev, but also in other Ukrainian cities," Konashenkov said.
Ukrainian nationalists are trying to provoke a response strike on civilians, Konashenkov said.
"Ukrainian nationalist leadership uses the same methods as terrorists," the spokesman said, stressing that Russian forces were not striking residential areas.

Lithuania Closes Airspace to Russian Airlines
Transport ministers of the Baltic countries decided to close their airspace to Russian airlines, with the Lithuanian government set to consider the project of the ban on Saturday evening, Lithuanian Transport Minister Marius Skuodis said.

"There is a fundamental decision agreed by transport ministers of the Baltic States... The [Lithuanian Transport] Ministry presented a draft government decision, the meeting is scheduled tonight. The airspace of all the Baltic countries will be closed. For now, this is not the case in any country yet, but this is only a matter of hours," Skuodis wrote on Facebook.

Dmitry Lyskov, the spokesman for Kaliningrad's regional government, told Sputnik that the local authorities are concerned about the intention of the Baltic countries to close their airspace to Russian aircraft, but there will definitely be no air blockade of the region. He stressed that residents of Kaliningrad will have to fly through neutral waters and Russia's Leningrad region, if Lithuania closes its airspace for Russian airlines.

Earlier in the day, Bulgaria, the Czech Republic and Poland have announced their decision to close the airspace to Russian airlines amid Moscow's military operation in Ukraine. In addition, Romanian government spokesman Dan Carbunaru said that Bucharest also intended to suspend flights of Russian airlines by the end of the day.

"Due to unfriendly decisions of the aviation authorities of Bulgaria, Poland and the Czech Republic, from 26 February 2022, from 15:00 Moscow time, the air carriers of these states and/or registered in them are subject to restrictions on flights to points on the territory of the Russia, including transit flights through Russian airspace," aviation watchdog Rosaviatsiya said.

Shebelinsky Oil Refinery Stopped in Ukraine Due to Fighting – Naftogaz
Shebelinsky oil refinery in eastern Ukraine suspended operations because of a combat situation, Naftogaz, Ukraine's largest oil and gas company, said Saturday.
"Shebelinsky refinery was put on halt because of a combat threat. Staff were evacuated," Naftogaz said.

Cutting Russia Off From SWIFT to Affect Humanitarian Work, German Business Association Says
Russia's possible disconnection from SWIFT will have a negative impact on humanitarian work and on individuals, sanctions should be targeted, Michael Harms, executive director of the German Committee on Eastern European Economic Relations, said.

"I believe that the more targeted the sanctions, the better... [Disconnection from] SWIFT is not introduced not because... it affects the German economy, but because it is a 'carpet bombing' that will affect many individuals and humanitarian issues. It's hard to tell what will be hit. That's why I said that targeted sanctions are always better," Harms told the DLF radio station.
The decision on whether to cut Russia off from SWIFT will be made within the next few days, the media reported earlier, citing the head of one of the central banks in the eurozone.

Applications for Russian Gas Transit Via Ukraine Remain at Maximum Level - Data
European applications for the transit of Russian gas through the territory of Ukraine remain at the maximum level, while Russia’s Gazprom refrained from booking gas transit capacity of the Yamal-Europe pipeline, according to data from Gas Transportation System (GTS) operators.

According to the Ukrainian GTS Operator company, applications to pump gas from Russia amounted to 109.5 million cubic meters on Friday, reaching the highest level in 2022. On Saturday, applications amounted to 108.1 million cubic meters. The figures indicate the maximum volume of supplies within the framework of the company's contractual obligations, which is 109 million cubic meters.

Russian gas transit has been on the rise since Monday, when it stood at about 50 million cubic meters. Experts told Sputnik that the growth in supplies via Ukraine may be attributed to the nervousness of European purchasers amid increased political risks, as well as the desire to buy gas in advance for future use.

The Yamal-Europe gas pipeline's capacities remain unclaimed by the Russian company. According to German gas operator Gascade, Gazprom partially booked its capacities for the period from 14:00 GMT on Friday to 05:00 GMT on Saturday. Reverse deliveries stopped at 14:00 GMT, while direct supplies began at 21:00 GMT and continued until 05:00 GMT.

Building of Kindergarten in DPR Damaged as Result of Shelling By Ukrainian Forces, DPR Says
A kindergarten building was damaged in the Donetsk People's Republic (DPR) as a result of shelling by the Ukrainian armed forces, the DPR representative office in the Joint Center for Control and Coordination of the Ceasefire Regime (JCCC) said on Saturday.

"As a result of night shelling by the Ukrainian armed formations, it was recorded... Municipal pre-school educational institution №251 - windows and doors were damaged," the representative office said in a report.

During the day seven civilians were killed and 15 more were injured as a result of shelling by Ukrainian forces in the LPR and DPR, the representative of the Lugansk People's Republic in the political subgroup of the contact group Rodion Miroshnik, said.
"Over the past 24 hours, 7 civilians were killed and 15 civilians were injured in the LPR and the DPR in shelling by the Ukrainian armed formations, according to the reports of the JCCC [Joint Center for Control and Coordination] of the LPR and the JCCC of the DPR," Miroshnik wrote on his Telegram channel.

DPR Air Defence Forces Intercept Two Tochka-U Rockets, a Number of Buildings Were Damaged, DPR Says
On Saturday morning, the DPR air defenсe forces intercepted two Tochka-U missiles in the DPR which failed to operate normally; nevertheless, a number of buildings were damaged, DPR Territorial Defense Headquarters said in a statement.
"Early in the morning, air defence forces intercepted two Tochka-U missiles in the DPR. Both missiles of the tactical missile system did not work. Residential buildings and outbuildings were damaged as a result ... Also, there was additional damage due to adjacent households being hit by debris from the missiles," the statement said.

Meta to Bar Russian State Media From Running Ads, Monetising on Platform
Nathaniel Gleicher, the head of the Facebook security policy, said on Saturday that the social network would ban Russian state media from running ads and monetizing the platform over the Russian military operation in Ukraine.

"We are now prohibiting Russian state media from running ads or monetizing on our platform anywhere in the world. We also continue to apply labels to additional Russian state media. These changes have already begun rolling out and will continue into the weekend," Gleicher wrote on his Twitter page.

Biden Orders State Department to Allocate $600 Mln in Aid to Ukraine, Including $350 Million For Defence
US President Joe Biden has tasked the Department of State to allocate $600 million to Ukraine, including $350 million for defence purposes, the White House said.
"I hereby delegate to the Secretary of State the following authorities, subject to fulfilling the requirements of section 614(a)(3) and section 652 of the Foreign Assistance Act of 1961 (FAA), in order to provide immediate military assistance to Ukraine: (1) the authority under section 614(a)(1) of the FAA to determine whether it is important to the security interests of the United States to furnish up to $250 million in assistance without regard to any provision of law within the purview of section 614(a)(1) of the FAA;" the White House said in a statement.
"(2) The authority under section 506(a)(1) of the FAA to direct the drawdown of up to an aggregate value of $350 million in defence articles and services of the Department of Defense, and military education and training, and to make the determinations required under such section to direct such a drawdown," the statement added.

MOSCOW (Sputnik) - The Russian troops have entered the Ukrainian city of Melitopol without resistance, where they were welcomed by local residents, the Russian Defense Ministry said.

"On February 25, after the sea-borne landing near the settlement of Azovske [Ukraine], the Russian troops carried out a march and entered Melitopol without resistance," the ministry said in a statement.

"During the movement [of the Russian troops] within the city, residents of Melitopol welcomed Russian troops. Some elder residents went to the streets with red flags," the Defense Ministry added.

BEIJING (Sputnik) - China believes that with NATO's progressive eastward expansion, Russia's legitimate security demands should be given due weight, Chinese Foreign Minister Wang Yi said on Friday.

"Following the decision to suspend the Russian Federation’s rights of representation in the Council of Europe, the Parliamentary Assembly is to hold an extraordinary plenary session in hybrid mode on 14 and 15 March 2022 to discuss Russia’s armed attack on Ukraine and the Council of Europe’s response," the statement reads.

The meeting of the Assembly's Standing Committee, which was scheduled to take place on March 11, 2022 in Berlin, has been postponed to a later date.
