New Regions Join Russia
On September 19, the civic chambers of the Donetsk and Lugansk People's Republics appealed to authorities to hold referendums to become part of Russia. The initiative was joined by the Kherson and Zaporozhye regions.

The referendums on joining Russia that are taking place in the Donbass People's Republics of Donetsk and Lugansk, as well as in the Zaporozhye and Kherson regions are being held amid the continued Ukrainian bombardment of territories held by Russia.
As the referenda in the Donbass republics, Zaporozhye and Kherson regions on accession to Russia enter their final day, the turnout in the Lugansk People's Republic, the Donetsk People's Republic, Zaporozhye and the Kherson region stands at 86.89%, 83.61%, 66.43% and 63.58% correspondingly.
The referendums are being held amid persistent shelling by Ukraine. On Sunday, Ukrainian troops, on a tip-off from NATO's intelligence service, shelled a hotel in the center of Kherson, where journalists were staying. As a result of the attack, two people were killed, including former Ukrainian lawmaker Oleksiy Zhuravko.
Monday saw several attacks, against Kherson in particular, where at least one person was killed in a Ukrainian missile strike on the pier of a civilian ferry across the Dnieper River in the center of the city. Casualties also included four people injured, including a woman with critical wounds.
A referendum requires more than 50% of registered voters to cast a ballot for it to be valid.

Abkhazia Respects People's Will Expression at Referenda in DPR, LPR - Foreign Minister
Abkhazia pays attention to and respects the will of the residents of the Donetsk and Lugansk People's Republics (DPR and LPR), Zaporozhye and Kherson regions at referenda, Abkhazian Foreign Minister Inal Ardzinba said in an interview with Sputnik.

"On an instruction of the head of state, Aslan Georgiyevich Bzhaniya, we are closely monitoring the situation. We treat the position of people with attention and respect, this is their initiative, [the people] who live there, people who do not agree with the principles of policy-making in Ukraine, with in fact, clear and serious manifestations of neo-Nazi aspirations that are evident today in Ukraine. We consider this as people's disagreement with that policy," Ardzinba said.

US Statements on Admissibility of Strikes on DPR, LPR Approaching Dangerous Line - Antonov
The United States is approaching a dangerous brink when it says Western weapons could be used to make strikes on the territory of the Donetsk and Lugansk People's Republics (DPR and LPR), the Zaporozhye and Kherson regions, Russian Ambassador to the US Anatoly Antonov said in a statement.

When asked to comment on Secretary of State Antony Blinken's statement that the US does not object to Kiev using Western weapons to attack the DPR, LPR, the Zaporozhye and Kherson regions, Antonov said: "The sponsors of neo-Nazi criminals are approaching the dangerous line that Russia has repeatedly and clearly warned about. The United States becomes a party to the Ukrainian conflict."

Russian Security Council Deputy Chairman Dmitry Medvedev said after referenda in Donbass, the Zaporozhye and Kherson regions that their results are obvious.

Referendums in LPR, DPR, Zaporozhye, Kherson Regions Held: Russian Civic Chamber
The Russian Civic Chamber stated that the referendums in the people's republics of Donetsk and Lugansk, as well as Zaporozhye and Kherson regions had been held successfully.
"I state that the referendums were held, they were held with full openness, publicity of the process in the presence of international observers, observers from territories, republics, and regions," Alena Bulgakova, deputy chair of the chamber's coordinating council for public control over voting, said at the opening of a single center collection of data on the results of voting in referendums on the issue of joining Russia.
The coordinating council monitored the voting process in the Moscow region, she said.
"It is important to emphasize that each participant could express his will," Bulgakova said.

UN Chief Has Held No New Conversations With Putin
UN Secretary-General Antonio Guterres had no new conversations with Russian President Vladimir Putin, Spokesman Stephane Dujarric said on Wednesday.
"There has been no new conversation with President Putin but obviously, contacts remain on many different levels," Dujarric told a briefing when asked about the referendums in Ukraine.
Dujarric during the briefing also said the UN has deep concerns about the referendums in Ukraine but has no plans to get involved.

Over 96% of Kherson Residents Voting at Russian Polling Stations Support Joining Country
With 100% of the protocols processed, 96.75% of Kherson residents voting at Russian polling stations have supported joining Russia, according to the data released on Monday.

A total of 32,135 people have voted for the region's accession to the country, while 792 residents, or 2.38%, have opposed the idea.

Later in the day, the data, revealed after proceeding 100% of protocols, also showed that 98,69% of the Donetsk People's Republic (DPR) citizens, 97,93% of the Lugansk People's Republic (LPR) citizens and 97,81% of the Zaporozhye Region’s residents voting at Russian polling stations were in favor of their regions’ accession to Russia.

US Envoy to UN to Introduce Resolution Condemning Russia Over Donbass Referendums: Report
US ambassador to the United Nations Linda Thomas-Greenfield is going to introduce on Tuesday a resolution condemning Russia over the referendums in Donbass, CNN said, citing a US official.
The resolution will declare that the UN Security Council does not support the use of force to change state borders, the report said.
US diplomats are privately meeting with counterparts from all Security Council members, including from China and India, to ensure that they will support the document, the official noted.
Thomas-Greenfield will accuse Russia of the 'intention to annex' the territories of another UN member country by force, he added.

French Foreign Minister Promises New EU Sanctions Following Donbas Referendums
French Foreign Minister Catherine Colonna said on Tuesday that a new package of the European Union sanctions was already being prepared in response to the referendums on joining Russia taking place in the self-proclaimed Donbass republics and the Kherson and Zaporozhye regions of Ukraine.
"I want to repeat in Kiev what we have said in New York on the sidelines of the meetings of the General Assembly and during Security Council meetings; if Russia goes ahead with organizing these illegal referendums, well, there will be sanctions that follow from that," the diplomat stated during a conference in Kiev broadcast by French broadcaster BFM TV.

International Observers Confirm Referendums Held Freely and Fairly
In an exclusive statement obtained by Sputnik, international observers from 45 countries confirmed that the vote during referendums in the Donetsk and Lugansk People's Republics and Zaporozhye and Kherson regions were held without violations.

The international observers registered a high level of activity of citizens, their interest in participating in the referendum, and full understanding of the significance of their choice and its consequences. Participation in the referendum and voting were based on the free expression of citizens' will, no facts of coercion, pressure or bribery were observed.

Referendums were organized in accordance with generally accepted standards and were assessed by the observers as rather good. All conditions for free expression of the will of the citizens were created in accordance with the international principles and standards - universal, equal, direct right to participate in the referendum, secret ballot, openness and publicity of referendum procedures. Voting places were properly equipped and commissions received all necessary materials.

The statement added that the Ukrainian Armed Forces attempted to intimidate residents, depriving them of the opportunity to exercise their right.

Voting was held in observation of the principles of openness and publicity - at all the polling stations there were people who observed the process - public and international observers, representatives of mass media.

January to Be Most Difficult Month for Europe's Gas Storage Reserves - Gazprom Export
January will be the most difficult month for the EU, as it is unknown whether underground gas storage (UGS) facilities in Europe will cope with consumption peaks amid a drop in Russian gas supplies, Gazprom Export said on Tuesday.
Europeans have decided to reduce the demand for gas consumption by 15% compared to its average level over the past five years for the period from August to March 2023, the company said in a statement, casting doubt whether such a decrease will be enough to prevent rolling blackouts in the autumn-winter period.

"The answer to this question will depend on many circumstances, primarily on weather conditions. The most difficult winter month will be January, when consumption peaks steadily exceed 1.8 billion cubic meters per day," the statement read. "The capacities of European UGS facilities have historically had the potential to cover these peaks, but will they be able to cope with this task, given the fall in pipeline gas supplies from Russia due to the fault of the Europeans themselves?"
