On Monday, the Russian parliament's lower chamber, the State Duma, unanimously ratified the treaties and adopted federal constitutional laws on the entry of the DPR, LPR, Kherson region and Zaporozhye region into Russia and the formation of new subjects, following the referendums held in late September.
Russia's Federation Council, the higher chamber of the parliament, is expected to consider the issue of ratifying treaties on the accession of the four regions to Russia on Tuesday, as well as constitutional laws on the joining and the formation of new subjects.
As the Russian special military operation in Ukraine continues with its task, the West continues to supply arms to Kiev, fueling the ongoing conflict. Last week, the US announced a further $1.1 billion in military aid for Ukraine, bringing the total amount provided since 2021 to $16.9 billion. On Monday, US media claimed that a $625 million package was also being prepared.
On February 24, Russia started its special military operation to "denazify" and demilitarize Ukraine as the Donbass republics appealed to Moscow to defend them from Ukraine's escalating onslaught.

Line to Promote NATO's Potential in APR Clearly Taking Shape - Russian Foreign Ministry
MOSCOW (Sputnik) - The line for promoting NATO's potential in the Asia-Pacific region (APR) using any tools is clearly taking shape, Nikolai Nozdrev, director of the Russian Foreign Ministry's Third Asian Department (3AD), said in an interview with Sputnik.
"If we look at the decisions of the June summit of the alliance in Madrid, concerning the globalization of the organization's 'zone of responsibility,' it becomes clear that the line for promoting its potential in the APR, using any tools, is already clearly taking shape," Nozdrev said.
He said the process is based on regional partners - Australia, Japan, South Korea and New Zealand, which are considered by Washington, London and Brussels as connecting elements of the global bloc architecture they are designing in line with Euro-Atlantic standards.
“It is symptomatic that Tokyo, which has set course for remilitarization, without any hesitation, declares the need to make the 'Natofication' of Asia irreversible,” Nozdrev said.
He said the NATO members and their associates are brainwashing regional actors using various "schemes" in a coordinated manner.

Main Challenges on Supplying Tanks to Ukraine Maintenance, Sustainment - Pentagon
WASHINGTON (Sputnik) - Maintenance and sustainment are the main obstacles to the provision of Western tanks to Ukraine amid Russia’s ongoing special military operation there, US Deputy Assistant Secretary of Defense for Russia, Ukraine and Eurasia Laura Cooper said.
"We absolutely agree that the Ukrainians need tanks," Cooper said during a press briefing on Tuesday. "One of the challenges with introducing other Western-type tanks is the maintenance and the sustainment piece."
Cooper said the easiest way to provide tanks to Ukraine would be to send Soviet-type tanks the Ukrainians know how to operate and repair, and the United States has worked with allies to support Ukraine with 1,000 such tanks.
Last week, US National Security Advisor Jake Sullivan said he did not rule out that NATO-standard tanks, including Abrams and Leopard, will be supplied to Ukraine amid its ongoing conflict with Russia.
On February 24, Russia launched a special military operation in Ukraine after the breakaway republics of Donetsk and Luhansk requested help to defend them from intensifying attacks by Ukrainian troops. The Russian Ministry of Defense said the operation is solely targeting Ukrainian military infrastructure and the civilian population is not in danger.

US Increasing Ammunition Production to Have Sustainable Rate to Support Ukraine - Pentagon
WASHINGTON (Sputnik) - The United States is making investments to increase ammunition production and to have a sustainable rate of it in the future to continually provide support for Ukraine as well as to maintain its own defense capability, Deputy Assistant Secretary of Defense for Russia, Ukraine and Eurasia Laura Cooper said on Tuesday.
“The United States is providing additional ammunition, but we're also investing in ammunition production, and we're seeing our allies and partners investing in ammunition production,” Cooper said during a press briefing. “We are increasing production and we see over time that we will be able to have a sustainable rate, both for ourselves and for the Ukrainians.”
Earlier on Tuesday, US President Joe Biden announced during a telephone conversation with Ukrainian President Volodymyr Zelensky an additional US military aid package for Ukraine. The package will include High Mobility Artillery Rocket Systems (HIMARS), 155mm Howitzers, 105mm artillery rounds and 500 precision-guided 155mm artillery rounds (Excalibur).
In addition, the aid package will include 30,000 120mm mortar rounds, 200 MaxxPro Mine Resistant Ambush Protected Vehicles, 200,000 rounds of small arms ammunition, obstacle emplacement equipment, and claymore anti-personnel munitions.
To date, the United States has committed more than $16.8 billion to the security needs of Ukraine since January.

US Believes Ukraine Able to Strike Most Russian Targets With Current Arms - Pentagon
WASHINGTON (Sputnik) - Ukraine is able to strike most Russian targets, including in Crimea, using existing US-provided arms like the Guided Multiple Launch Rocket Systems (GMLRS) used with High Mobility Artillery Rocket Systems (HIMARS), Deputy Assistant Secretary of Defense for Russia, Ukraine and Eurasian Affairs Laura Cooper said on Tuesday.
"It’s our assessment that, with the existing GMLRS capability that they have on the HIMARS, and that we’re providing more of with this package, that they can reach the vast majority of targets on the battlefield … We think they can reach the vast majority of targets, including Crimea," Cooper said during a press briefing, when asked why the US isn’t sending longer-range weapons such as Army Tactical Missile Systems (ATACMS), which can also be used with HIMARS.
The United States included four more HIMARS in its most recent security assistance package to Ukraine announced Tuesday, valued at up to $625 million. The Biden administration has given Ukraine over $17.5 billion in security assistance since taking office.

US Doesn’t Have Billions to Send to Ukraine, Involvement Risks Nuclear Conflict - Lawmaker
WASHINGTON (Sputnik) - US taxpayers cannot afford to continue sending billions more dollars to Ukraine as Washington risks nuclear conflict with Russia over continued involvement in the theater, Congressman Matt Rosendale said on Tuesday.
“American taxpayers don’t have $70 billion for Ukraine. I fear our increasing involvement is a threat to our national security and sets us on a collision course with another nuclear power,” Rosendale said via social media.
The United States should instead turn its attention towards spending taxpayer funds on domestic issues such as securing the southern border, addressing increased fentanyl use and fighting crime, Rosendale said.
In February, prior to the launch of Russia’s special military operation, Rosendale introduced legislation that would prohibit the US government from providing security assistance to Ukraine until a wall is completed on the southern border.
The US has committed over $17.5 billion in military assistance to Ukraine under the Biden administration as of Tuesday, following the announcement of a new $625 million security package for Kiev, according to the State Department.
Accusations of nuclear threats followed remarks by Russian President Vladimir Putin in a recent speech, during which he claimed Russia would spare no means to defend its territory.
However, the US has yet to see indications of changes to the Russian nuclear posture that would cause the Pentagon to adjust its own stance, White House Strategic Communications Coordinator John Kirby said on Tuesday.

International Atomic Energy Agency (IAEA) Director General Rafael Grossi will visit Kiev and then Moscow this week as part of continued consultations on establishing a nuclear safety and security zone around the Zaporozhye nuclear power plant, the agency said on Tuesday.

Kazakh Ambassador Yermek Kosherbaev was summoned to the Russian Foreign Ministry in connection with the situation with the Ukrainian ambassador to Astana, Pyotr Vrublevsky, Russian Foreign Ministry spokeswoman Maria Zakharova said.

Ukraine’s Economy Projected to Shrink by 35%, World Bank Says

"Ukraine’s economy is now projected to contract by 35% this year although economic activity is scarred by the destruction of productive capacity, damage to agricultural land, and reduced labor supply as more than 14 million people are estimated to have been displaced," according to a release.

It estimated that recovery and reconstruction needs across social, productive, and infrastructure sectors would cost at least $349 billion, which was more than 1.5 times the size of Ukraine’s pre-conflict economy in 2021.
The report found that the ongoing Russia-Ukraine conflict would impede post-pandemic economic recovery for emerging and developing economies in other parts of Europe and Central Asia. It predicted that economic activity would remain deeply depressed through next year, with minimal growth of 0.3% expected in 2023, as energy price shocks continued to impact the region. While global prices for oil, gas and coal had been rising since early 2021, the Russia-Ukraine conflict pushed inflation to levels not seen for decades in the region.

Moscow has noticed that tech mogul Elon Musk's initiative on a potential peace deal between Russia and Ukraine kept many people in Europe, Ukraine, Poland awake, Kremlin spokesman Dmitry Peskov said on Tuesday.
Musk launched a Twitter poll on Monday asking for the public’s opinion on a hypothetical peace deal between Russia and Ukraine, which would include Kiev’s neutrality and UN-supervised referenda in regions seeking to join Russia. The poll stood at 40.1% in favor with nearly 2.5 million votes, as of 10:15 GMT.

"We, of course, noticed that this Musk initiative kept many people in Europe, many people in Ukraine, Poland, and so on, awake, in the Baltic republics. First of all, it did not let the bots that actively participated in the voting sleep," Peskov told reporters.

It is "very positive" that a man like Musk is looking for a peaceful way out of the situation in Ukraine, unlike professional diplomats, the official said.

"As for holding referenda, residents have already expressed their opinion. And there can be nothing else here ... But, I repeat once again, the fact itself is very positive," he added.
