So far, Ukraine has reported airstrikes and explosions in Kiev and the Kiev Region, in Kharkov, Odessa, Lvov and its vicinity, Ivano-Frankovsk, Ternopol, Khmelnitsky, Konotop and the Poltava region among other territories.

Since 10 October, Russia has been conducting precision strikes on infrastructure facilities across Ukraine as Moscow goes ahead with its military operation to "denazify and demilitarize" the country.

The strikes followed a terrorist attack by the Ukrainian special services against the Crimean Bridge that took place last week.

Russia Ready for Dialogue on Cybersecurity With US, But Will Not Ask for It - Moscow

MOSCOW (Sputnik) - Moscow is ready for a dialogue on cybersecurity with Washington but without concession on the part of Russia, Andrei Krutskikh, the special representative of Russian President Vladimir Putin for international cooperation in the field of information security, has told Sputnik.

"We are open to dialogue, and we are always ready for it, but we will not be asking and begging for it, especially under the condition of some concessions on our part... It should be an honest, serious, practical dialogue, dictated by a mutual concern to preserve the planet," Krutskikh said.

Krutskikh said that there are no signals from Washington on cybersecurity dialogue yet.

In May, Russian Security Council Deputy Secretary Oleg Khramov said that the US unilaterally ceased interaction with Russia and refused to further discuss cybersecurity issues as Washington was not ready to work together to create a global cybersecurity system.

SpaceX Tells Pentagon Can No Longer Donate Costly Starlink Services to Ukraine - Reports

WASHINGTON (Sputnik) - SpaceX notified the US Defense Department in September that it can no longer donate its Starlink services to Ukraine and requested that the US government fund it instead, CNN reported.

SpaceX is not in a position to further donate terminals to Ukraine or fund the existing terminals for an indefinite period of time, a company official said in a letter to the Defense Department as quoted by the report on Thursday.

The report said that SpaceX will end up spending more than $120 million donating its Starlink services to Ukraine this year and expects it could cost about $400 million to continue providing those services next year.

The Pentagon did not immediately respond to Sputnik's request for comment on this matter.

The report noted that Ukraine's commanding general, Gen. Valeril Zaluzhniy, requested 8,000 more Starlink terminals in July, especially since about 500 Starlink terminals were destroyed in the battlefield each month. However, a consultant for SpaceX advised him that request could not be met because of the financial burden to the company.

Moreover, the report, citing sources, said wide-ranging outages of Starlink's services on the frontlines of the conflict in Ukraine are affecting the Ukrainian armed forces' ability to make further advances.

Sources told CNN that Starlink is the main way Ukraine's armed forces communicate on the battlefield, and the Ukrainian government and its military efforts are entirely dependent on it.

SpaceX founder Elon Musk said previously via Twitter, in response to these outages, that what is happening on the battlefield is classified.

Portugal to Send Ukraine 6 Russian-Made Firefighting Helicopters - Defense Minister

MADRID (Sputnik) - Portugal will send six firefighting helicopters developed by the Russian Kamov design bureau to Ukraine, the country's Defense Minister Elena Carreiras said on Thursday.

"At the request of Ukraine and in conjunction with the Ministry of Internal Affairs, we will provide Ukraine with our fleet of Kamov helicopters, which, due to the current scenario, and the sanctions imposed on Russia, we are no longer able to operate, in fact they do not have their airworthiness certificates and we will not even be able to repair them," the minister said, as quoted by the Diario de Noticias newspaper.

Speaking in Brussels after the meeting of NATO defense ministers, Carreiras noted that six helicopters need repair, and one of them is inoperable, according to the newspaper.

Russia launched a military operation in Ukraine on February 24 in response to calls by the breakaway republics of Donetsk and Luhansk for protection from Ukrainian troops. In April, Russia sent a diplomatic note to all countries on the issue of arms supplies to Ukraine, saying that it adds fuel to the fire. Foreign Minister Sergey Lavrov warned that any arms shipments on the Ukrainian territory would be "legitimate targets" for Russian forces.

US, Allies to Discuss Impacts of Sanctions on Russia’s Defense Industry

S officials and representatives of more than 30 countries participating in the global coalition implementing sanctions and export controls against Russia will convene in Washington on October 14 to discuss the impact of the restrictive measures on Russia’s defense industry, the US Treasury Department announced on Thursday.

"On Friday, October 14, Deputy Secretary of the Treasury Wally Adeyemo, along with Deputy Secretary of Commerce Don Graves and Deputy Director of National Intelligence Morgan Muir, will convene top officials … from over 30 members of the global coalition imposing sanctions and export controls against Russia," the Treasury Department said in a press release.

The US officials will provide new information and analysis to counterparts on the impacts of sanctions and export controls on Russia’s military-industrial complex and defense supply chains, the release said.

Spain to Deliver Additional Hawk Air Defense Systems to Ukraine

Spain will deliver additional Hawk air defense systems to Ukraine following the meeting of the Ukraine Defense Contact Group earlier in the week, US Defense Secretary Lloyd Austin said on Thursday.

"We met yesterday in the Ukraine Defense Contact Group... and just today, one of our allies came back one day later and said that they're going to put in additional Hawk systems, which the Ukrainians had asked for, so we thank Spain for it is very, very rapid response," Austin said after a NATO defense ministerial in Brussels.

NATO to Deliver Anti-Drone Equipment to Ukraine Soon

NATO will soon deliver counter-drone equipment to Ukraine, including hundreds of drone jammers, as part of the alliance's comprehensive assistance package, NATO Secretary General Jens Stoltenberg said on Thursday.

"We are also providing fuel, winter clothing, medical supplies as part of NATO's comprehensive assistance package. Under this package, NATO will shortly deliver counter-drone equipment to Ukraine with hundreds of drone jammers," Stoltenberg said at the press conference after the NATO Defense Ministers' meeting at the alliance's headquarters in Brussels.

US Defense Secretary Lloyd Austin on Thursday declined to speculate on the issue of how NATO would respond should Moscow use a nuclear weapon in Ukraine, but added that the Western military alliance poses no threat to Russia.

"In terms of what we're planning for any potential event that could happen, I never speculate on what could happen and so I won't, I won't bother to walk down the road of trying to answer a hypothetical question," Austin said after the NATO defense ministerial in Brussels.

Austin added that NATO does not pose any threat to Russia, but will defend every inch of the territory belonging to the countries that make up the alliance.

The NATO military alliance will not be dragged into the Russia-Ukraine conflict, US Defense Secretary Lloyd Austin said on Thursday.

Previously, NATO officials said that the alliance or allies will almost certainly respond in the case of a Russian nuclear attack on Ukraine. NATO head Jens Stoltenberg did not clarify what this “response” might look like, and if it would include force.

Ukrainian utility Ukrenergo is working to restore power supply after a series of missile strikes hit energy infrastructure but it is too early to say when the exports will resume, the company’s chief executive said Thursday.

US Defense Secretary Hints at Shortage of Weapons for Immediate Supplies to Ukraine

US Defense Secretary Lloyd Austin hinted that the West cannot quickly provide Ukraine with air defense systems due to shortage of weapons stocks.

"Well certainly it is not a question of lack of will," Austin said on Wednesday, when asked whether the reason for limited supplies lies in the lack of will or the lack of necessary weapons.

The British broadcaster Sky News reported on Thursday, citing a senior diplomat, that the shortage of air defense systems was the key factor limiting the ability of Western countries to meet to Ukraine’s weapon needs.

UK to Send Ukraine Advanced Medium-Range Missiles AMRAAM for Air Defense

The United Kingdom will send to Ukraine air defense Advanced Medium Range Air-to-Air Missiles (AMRAAM) but without the launch equipment, UK Defense Secretary Ben Wallace said on Thursday.

"So today [Thursday] I have authorised the supply of AMRAAM anti-aircraft missiles to Ukraine," Wallace said in a statement, quoted by the British broadcaster Sky News.

This is the first time that the UK will be sending Ukraine missiles powerful enough to shoot down cruise missiles, the report read. At the same time, London will not provide Kiev with weapons to launch these missiles. The UK-supplied missiles will instead be used by the US National Advanced Surface-to-Air Missile Systems (NASAMS), according to the report.

"These weapons will help Ukraine defend its skies from attacks and strengthen their overall missile defence alongside the US NASAMS," Wallace noted.

White House National Security Council Coordinator for Strategic Communications John Kirby said earlier this week that the United States will deliver the first NASAMS to Ukraine in the very near future.

According to Sky News, the exact number of missiles that the UK will transfer to Ukraine was double-digit, though not specified. The delivery of missiles is expected in the coming days.

In addition to AIM-120 AMRAAM missiles, the UK will also send Ukraine several hundred less powerful air defense missiles, hundreds of drones and an additional 18 howitzers, the report said.
