"This is a longstanding practice, which I have repeatedly opposed, and I am ready to continue opposing it, because American policy has always been in relation to these poor countries: Let's allocate humanitarian aid! And what does humanitarian aid do? It destroys local production, because local farmers cannot sell their products when these humanitarian supplies are coming," Zlochevsky states.
"This is an extremely harmful thing. Instead of sending humanitarian aid there, it is better to help with money. It is better to help with the development of local production technologies. So that local farmers could have completely replaced these volumes for themselves," the chairman of the Russian Grain Union says.
"The United States also finances international organizations in this way. There is a world food program, the UN, which is funded primarily by America: most of the American money in the use of this program is in circulation. So all this is aimed at helping to sell American products, and not to raise the agriculture of Africa in any way!"
