According to the service, the failure occurred on Tuesday at about 17:00 Moscow time, but reports of problems had been received the preceding night, as the messenger stopped connecting calls, but the problem was later resolved.
The Downdetector service reports that 55% of users from Russia complain that YouTube has not been functioning, 26% can’t watch the videos and 17% can’t log in.
"YouTube has been having issues since 11:51 EST (18:51 MSK)," a message from the service which tracks the work of popular Internet resources, said.

Previously, users had reported a malfunction in the Twitter network, but by Tuesday evening the company announced it was troubleshooting.
