"The United States of America, by and through Special Counsel Robert S. Mueller, III, respectfully submits this memorandum in aid of sentencing defendant Michael T. Flynn," the court document said on Tuesday. "Given the defendant’s substantial assistance and other considerations set forth below, a sentence at the low end of the guideline range — including a sentence that does not impose a term of incarceration- is appropriate and warranted."
In a redacted addendum to the memorandum, Mueller’s office said Flynn provided firsthand information about the content and context of interactions between Trump’s transition team and Russian government officials.
Flynn also provided details on his communications with then-Russian Ambassador to the United States Sergey Kislyak regarding a vote on a UN Security Council resolution condemning Israeli settlement activity and Obama administration sanctions against Russia. The prosecutors said senior members of Trump’s transition team publicly repeated false information conveyed to them by Flynn about his communications with Kislyak.
In particular, Flynn has admitted he had misinformed Trump administration and the federal authorities about his contacts with former Russian Envoy to the United States Sergey Kislyak during the transition period when President Donald Trump assumed power. Flynn also admitted that he misinformed Vice President Mike Pence about the communication with the Russian ambassador. The situation prompted Flynn's resignation.

Russia and Trump have repeatedly denied the allegations of collusion and Moscow has rejected accusations of election meddling. In particular, Moscow has said the allegations are groundless and invented to deflect public opinion from actual instances of US election fraud and corruption as well as other pressing issues.
Flynn reportedly remains a key figure in the Russigate investigation into the allegations of the Trump campaign collusion with Moscow during the 2016 US presidential election.
