Surveillance footage published on Twitter shows the precise moment of the collapse, when the building falls, sending off a cloud of dust and terrifying people nearby.
According to Istanbul Governor Ali Yerlikaya, 43 people were registered as living in the 14 apartments at the address. He also pointed out that the top three floors of the building had been constructed illegally.
