The migrant crisis has created chaos in Germany and in the EU in general.
In fact, Germany broke the Schengen Agreement by imposing temporary border controls. Moreover, Merkel broke the Dublin rules — that say asylum seekers should be processed in the county of entry into Schengen area — by insisting refugees could make their way to Germany and be processed there.
