MOSCOW, November 16 (RIA Novosti) - Foreigners wanting to adopt Russian children must undergo a psychiatric examination, the Russian Minister of Education and Science said in parliament Wednesday.
"The ministry has drawn up a draft government resolution that envisages an obligatory psychiatric examination for would-be foster parents to prevent Russian children from being adopted by unfit foreign families," Andrei Fursenko said.
Since 1991, 13 cases have been registered in which Russian children have died violent deaths at the hands of their adoptive foreign parents.
