MOSCOW, November 16 (RIA Novosti) - Russian Education and Science Minister Andrei Fursenko told the State Duma, the lower house of parliament, Wednesday there were enough American adoption agencies working in Russia and their number should not be increased.
"I believe we should not offer endless opportunities for American organizations to operate in Russia," Andrei Fursenko said. "I think there are enough of them at the moment, given the humanitarian objectives facing us."
At the same time, Fursenko said imposing a moratorium on adoption by foreigners would be illegal and unwise. "We should remember how many children have found families and are living happily, including in the United States."
Fursenko also suggested banning independent adoption agencies in Russia but said they should be able to get accreditation in Russia.
