"The Palestinian leadership, all Palestinian organizations and movements should make every effort to stop terrorist activities and attacks on Israeli cities," ministry spokesman Mikhail Kamynin told RIA Novosti.
"Most importantly, the Israeli serviceman should be released at once," he said, adding that Israel had the right to defend its citizens but not at the cost of lives of Palestinian civilians.
Kamynin also said Israel's violation of borders and air space of other countries, including Syria, was inadmissible.
Planes from Israel's air force overflew parts of Syria Wednesday in response to the country's alleged support for Palestinian radical movements, including Hamas.
Kamynin said the situation in the Middle East was "extremely disturbing," adding that it demanded urgent action to prevent further destabilization.
He said Russia saw the resumption of talks as "the only way out of the situation."
