"Early this week during a search of a 43-year-old Yekaterinburg man's house, investigators discovered a cache with over 22.5 kg of heroin ready for sale," a statement posted on the prosecutor's website said.
If convicted the suspect faces up to 20 years in jail and a fine of up to 1 million rubles (around $41,440).
Russian investigators have made a number of significant drug arrests this month. On Tuesday two Tajik nationals were found in possession of almost 25 kg (55 lbs) of heroin in Irkutsk, East Siberia.
Early in August, 3 kg (7 lbs) of heroin was seized in Yekaterinburg from a Tajik national.
Most of the heroin sold in Russia is smuggled into the country via Tajikistan, which shares a border with Afghanistan, the world's largest heroin producer.
