The Russian government should encourage the business community to take risks since few businessmen are ready to invest in high-risk projects, Russian President Dmitry Medvedev said on Monday.
"The main thing for us is not the creation of new products, but the commercialization of things that we have created. To this extent, we have much to learn from our American partners," the president said.
Medvedev said Russia spent much more on consumption than it should and "concerning this, we have got a lot to learn about it."
On Monday, Medvedev took California Governor Arnold Schwarzenegger on a visit to Russia's high-tech research hub, Skolkovo, outside Moscow.
Skolkovo has both supporters and critics, Medvedev said.
The president said the research hub was not single-spot project. "The task is to show how to work, to create conditions and spread the experience throughout the country."
Skolkovo should be based on the principle of co-financing and the obligatory participation of both Russian scientists and foreign partners.
