The Parliamentary Assembly of the Council of Europe (PACE) will try to form a common view of the Russia-Georgian war in August 2008 during its spring session, which will open in Strasbourg on Monday.
PACE will discuss a report on the consequences of the Russian-Georgian war for the fifth time since October 2008. Since then, the participants in the talks have failed to find common ground.
"Everybody understands that there will be a tough discussion on this issue," Konstantin Kosachyov, who heads the foreign affairs committee of the lower house of the Russian parliament, the State Duma, said.
Russia recognized the independence of South Ossetia and another former Georgian republic, Abkhazia, following the five-day war in August 2008, which started when Georgia attacked South Ossetia in an attempt to bring it back under central control.
For the first time in history, the PACE Monitoring Committee held an irregular meeting on the eve of the session in a bid to form a common approach to the August 2008 events. Kosachyov indicated that there had been major disagreements between the participants in the talks.
The assembly has called for Russia to review its recognition of the former Georgian republics' independence, but has not fulfilled the request by Georgia to deprive the Russian delegation of its voting right.
The Georgian delegation has vowed to continue urging the assembly to meet its request.
Kosachev said the Russian delegation had a "plan of actions" in case of an "unforeseen situation."
