The airport in Yuzhno-Sakhalinsk (the Sakhalin region's administrative center) has been closed, the airport's air traffic service reported on Wednesday. Some flights have been postponed until Thursday.
The Kholmsk-Vanino ferry has also been closed. The weather has complicated driving conditions as well.
Several areas in the region have lost power because of downed electrical lines.
Hundred and sixty-five people and 82 pieces of machinery are engaged in eliminating the consequences of the cyclone, a spokesman for the Sakhalin region's rescue service said on Wednesday.
On Wednesday night southern Sakhalin was hit by a powerful cyclone from the Sea of Japan. The normal monthly precipitation fell in one night. In some districts the gusts of wind reached 33m/s. Presently, the cyclone's center has passed Kunashir island and is heading north.
