As the Moscow mayor told journalists, a delegation headed by first vice-mayor and head of the Moscow construction complex Vladimir Resin will arrive in New York already in mid-March to study the present-day American experience of building skyscrapers.
Answering RIA Novosti's question, Luzhkov confirmed that the central architectural structure of the Moscow City international business centre, the Rossia tower, will be 646 metres high and will be the world's highest building.
"The construction of the Moscow City as a whole, save the tower, will be completed in 2007. So far, there are no decisions on the tower concerning the project's details and our relationship with the investor. Its general configuration is known but the time limits of its construction still have to be set", Luzhkov said.
He expressed satisfaction with the current state and prospects of the Moscow government's cooperation with the Mayor's Office of the USA's largest city headed by Michael Bloomberg.
"We see a tendency of serious development, intensification of our relations with New York," he noted. "This did not exist for unknown reasons at the time of Bloomberg's predecessor Rudolph Giuliani. Once we launched the initiative to establish such interaction but his attitude to it was almost indifferent, and we are independent enough not to thrust ourselves upon anyone. The situation with Bloomberg is quite different. He actively displays a desire to establish good inter-municipal and business contacts".
