"The terrorist act at the rush hour in the underground is a well-calculated attempt to disable people to save their lives." He thus commented at this Friday's RIA Novosti press-conference on the tragic events that happened on the Zamoskvoretskaya line of the Moscow metro where 39 people were killed and more than a hundred wounded.
"We are calling for emergency measures to make Moscow dwellers and all Russian citizens safe," he said. "How many more victims are required to realize the critical necessity of introducing a state of emergency in Moscow, other cities and perhaps all Russia?" Besides, Rogozin suggested lifting the moratorium on death penalty at least for people who have committed very grave crimes.
"I consider that there are no such lofty motives by which Russia can be guided in preventing the use of capital punishment against particularly grave criminals," continued Rogozin.
In the opinion of Rogozin, capital punishment should be administered against those who direct suicide killers, who mastermind, set up and finance terrorist organizations as well as against corrupted bureaucrats who "close their eyes quite consciously to the passage of terrorists to major cities." Rogozin suggested a number of urgent measures: to uproot the sources of financing terrorist groups and to restore the State Duma's right to carry out parliamentary investigation. He believes this is the only effective form of control over the activity of law-enforcement bodies.
In accordance with the Russian constitution, elections are not held if a state of emergency is introduced. It is on March 14 that presidential elections have been scheduled to take place in Russia.
