MUNICH, FEBRUARY 6 (RIA Novosti) - Jaap de Hoop Scheffer, NATO Secretary General, is planning an official visit to Moscow toward the end of March, he told newsmen in Munich, following a conference with Sergei Ivanov, Russia's Minister of Defense.
