"The international migration of scientists is a natural and objective process. Financial and intellectual resources are always concentrated in the sites with best conditions of their use," Vladimir Putin said at the meeting of the presidential council on science and high technologies. The best conditions for scientists should be formed in Russia, he noted.
"We should make knowledge, experience and scientific links of our compatriots continue to serve the Russian science and the country as a whole," the President stressed.
"We should at least turn the international scientific cooperation into a two-way traffic street," Vladimir Putin said.
He also came out for the 'import' of promising scientists, in particular, from the CIS.
If Russia faces the problem of brain drain to Europe and the USA, the CIS face the problem of brain drain to Russia, the President noted. He proposed to consider the possibilities of "future scientific cooperation in the CIS space".
