"Our country has consecutively followed the path of strengthening Russian parliamentarism - one of democracy's most important institutions," stressed the head of state.
Thanks to active work of the deputies, laws were adopted that became "the basis of drastic transformations of our society, the establishment of a constitutional state in Russia, with a market, socially oriented economy," Putin said.
"From elections to elections, the party and political composition of the supreme legislative power body was changing, but the fundamental principles of work by State Duma deputies - professionalism and responsibility - were always to stay the same," the message reads.
"Of course, it's important to preserve the succession of the best traditions of Russian parliamentarism, to continue constructive cooperation of all branches of state authority," said the head of state.
The president expressed confidence that the combination of the above-mentioned factors "will make the lawmaking process more perfect and efficient."
