According to the PACE official, the international community has so far failed to pay due attention to the Karabakh dispute as it has been preoccupied with conflicts in other hotspots, notably Afghanistan, Iraq, Palestine, North Korea, and Iran. Davis said his report on Karabakh was to call the world's attention to South Caucasus and the problems facing that region.
Azerbaijan and Armenia are both members of the CoE Parliamentary Assembly, so it is only natural that the PACE should be concerned about their dispute, Davis said. In his opinion, the conflict is possible to settle by peaceful means only and each of the conflicting sides shall be equally responsible for the settlement.
When entering the Council of Europe, both Armenia and Azerbaijan committed themselves to working toward a Karabakh solution through diplomacy and promised not to resort to violence against each other.
