Alexander Losyukov was born in 1943. In 1968 he graduated from the Moscow Institute of International Relations of the Soviet Foreign Ministry.
In 1992-1994 he was Russia's ambassador to New Zealand, and pluralistically to Tonga, Western Samoa and the Cook Islands.
In 1994-1997 Alexander Losyukov was Russia's ambassador to Australia and pluralistically to Fiji, Vanuatu and Nauru.
In 1997 he headed the second Asian department of the Russian Foreign Ministry. In 1999 he was appointed the Foreign Ministry's Secretary General.
Since 2000 Losyukov was the Russian Deputy Foreign Minister responsible for Asian issues of Russia's foreign policy.
Alexander Losyukov represented Russia at the first and second rounds of six-sided talks on the North Korean nuclear problem in August 2003 and February 2004. He took part in various regional Asian forums and conferences.
He knows the English and the Pushtu languages.
Alexander Losyukov is married with two children.
