"It is important not to lose the dynamics, to carry out explanatory work so that the idea should dominate everyone who is engaged in it and who follows it. Then, I believe, the printing and broadcasting mass media will somehow adjust their action," Fradkov said at a briefing in Moscow.
It is very important for the government that the society should understand the launched reform, he explained.
"The set task is very serious, and it would be utterly undesirable if some obstacles should arouse because of misunderstanding or insufficient information. The idea will root itself, it is obvious, as there is no alternative variant at present," he said.
According to Fradkov, it was no coincidence that the reform began before the presidential elections. "It is no a PR move, it is a desire and anxiety to take measures," he pointed out. The elections, the President's inauguration and change of government could disrupt the budget process, he said. "It is a common routine approach. However, the idea is so interesting, that misunderstanding or ignorance of its concept would be badly perceived in the society," the Prime Minister said.
