According to the adopted resolution, the IAEA informed the UN Security Council on the fact that although Libya had broken the fundamental provisions of the Treaty it had a strong wish to develop cooperation with the IAEA and to give up using nuclear energy for military purposes.

"Libya should not be afraid of possible negative decision by the UN Security Council as it set a course for cooperation with the IAEA right after its announcement on December 19. It has signed the NPT Protocol and given up all nuclear programs for military purposes."
