According to him, these issues include demilitarization of the Caspian Sea, free navigation, free access through the Russian internal waters and fixing Caspian Sea borders.
"The solution to these questions exceeds the framework of the working group's competence and can only be settled at the level of Foreign Minister and head of the Caspian states," said Mr. Kalyuzhny.
The Caspian Sea problems are connected with many regional problems, pointed out the deputy minister.
"They concern regional security, drug trafficking and terrorism. For this reason we, the participants in the session, believe that there is an objective necessity of holding a summit of the heads of the Caspian states to discuss these problems," Mr. Kalyuzhny said.
He expressed hope for a positive result of the working group's session: "The main task of the session is to find a consensus in solving the Caspian Sea problems."
