CHECHEN PREMIER'S APPOINTMENT TO HELP RUSSIAN-SPEAKING POPULATION RETURN TO CHECHNYA

GROZNY, March 16, 2004. (RIA Novosti) - The appointment of Sergei Abramov to the post of Chechen Prime Minister will accelerate the return of the Russian-speaking population to Chechnya, acting Chechen Prime Minister Eli Isayev told journalists on Tuesday.

"President Akhmad Kadyrov has repeatedly said that we are taking every effort to create the necessary conditions for people, who left Chechnya in the last ten years, to return. If a Russian Prime Minister heads the government, the Russian-speaking population's trust in this government will grow," Mr. Isayev said.

He is convinced that the Chechen Cabinet of Ministers will help Mr. Abramov in his new job. "Sergei Abramov is a competent and experienced financier, who is well known in the Chechen Republic," Mr. Isayev noted.

Many efforts were made to bring refugees back to Chechnya from Ingushetia during Mr. Isayev's work as the acting Prime Minister. In addition, the Government began to pay compensations for lost houses and property, he said.
