"Unfortunately, we have to state this in connection with tragic events in Spain, which again revealed inefficiency of national and multilateral mechanisms in the face of terrorism," Mr. Chizhov said. According to him, the terrorist acts in Madrid "again confirmed the international trans-border nature of the terrorist threat, which can be combated by joint efforts and positions of the international community".
"Drug trafficking, organized crime, religious fundamentalism, terrorism, national intolerance, for instance, in Latvia and Estonia, separatism and religious extremism, in particular, in Northern Ireland, are a direct challenge to open democratic society and common values which should form a basis of united Europe," the Russian deputy foreign minister stressed.
In his words, no country, no organization can give a full-scale response to all risks and challenges of the 21st century. "Today NATO is unable to fight individual terrorists as well as the European Union cannot combat natural or technogenic disasters and OSCE - drug trafficking," Vladimir Chizhov said.
"None of the organizations should assume responsibility and claim monopoly in security provision in Europe," he noted.
However, each organization can make a useful contribution into the all-European process, he added.
