"The human rights monitoring in Chechnya must be carried out by an ombudsman in Chechnya. That is why the post of human rights envoy should be introduced there as soon as possible," Vladimir Lukin said at the press conference in RIA Novosti on Thursday.
In his opinion, this ombudsman could monitor the situation in Chechnya from the inside without political bias.
According to the law, entities of the Russian Federation can, but are not obliged to, create the position of ombudsman in their territory.
Mr. Lukin, who was appointed ombudsman in February at the initiative of Vladimir Putin, returned from his first trip as ombudsman. He went to Strasbourg where Chechnya was a recurring topic of his conversations with EU and Council of Europe leaders.
Russia and the West do not possess objective information about violations of human rights in Chechnya, as the available information is too politically motivated on the part of both sides," he said.
He emphasized, however, that according to human rights activists, there were fewer cases of so-called mopping up in Chechnya.
Vladimir Lukin intends to visit Chechnya in May or June, and, according to him, representatives of international human right organizations are likely to accompany him.
