GAS PIPELINE IN DAGHESTAN RESTORED, CRIMINAL PROCEEDINGS LAUNCHED

MAKHACHKALA, April 4, 2004. (RIA Novosti) - By Sunday morning the part of the Mozdok-Kazimagomed gas pipeline, blown up on Friday, was fully restored.

"Now it is being loaded," deputy general director of OOO Kaspiygazprom Gasan Abdurakhmanov told RIA Novosti.

As soon as the required pressure is reached, gas supplies to the Daghestani capital of Makhachkala and neighboring cities will be resumed. Afterwards gas will be delivered to Azerbaijan, where the pipeline ends, Mr. Abdurakhmanov said.

At present work is underway to replace the blown up part of the Baku-Novorossiysk transit oil pipeline, he said. Experts believe it was disabled near the Uitash district by exploding a cumulative charge 15 minutes after the gas pipeline was blown up.

The Federal Security Service's Daghestan department has launched criminal proceedings to investigate the acts of sabotage.

The gas pipeline that transports gas to Azerbaijan was blown up on Friday at 9:30 P.M. Moscow time. Fifteen minutes later, an explosion occurred on the oil pipeline that delivers oil to the terminals on the Black Sea. In order to prevent environment damage, oil transport via the pipeline was suspended, and earth banks to gather leaking oil were built.
