The top regional prosecutor's experts suspect the journalist of unlawful conduct. Valeri Zvontsov, deputy chief of regional police, points out three misdemeanours noticed since the year's start.
He thus specifies Mr. Vikebu's non-compliance with the rules of foreign journalists' sojourn in Russia, as stipulated by the acting national legislation.
First, the controversial reporter established his periodical's office as soon as he appeared in Murmansk, even before he was accredited. His accreditation came from the host country's Foreign Ministry press department later on.
Second, the Norwegian journalist was registered in one of the city hotels but was actually putting up elsewhere.
Last but not least comes his unauthorised information hunt in the Polyarny military cantonment, barred to expatriates.
The police has passed an exhaustive file to the regional prosecutor's men. It is up to the office now to determine whether the reporter's trespasses suffice to apply to the law court to have him expelled from Russia, says Mr. Zvontsov.
