The resolution established the Federal Tariffs Service as a federal body with executive powers for regulating the natural monopolies that are engaged in state regulation of prices (tariffs) of the power industry, oil and natural gas, railroad and other transport, transport terminal services, ports and airports, electric communications and mail, and other kinds of commodities (works and services) due to be regulated by the state in keeping with the Russian Federation's legislation.
The Ministry of Economic Development and Trade runs the Federal Tariffs Service.
The government outlined two main functions of the Federal Tariffs Service:
- to determine (set) the prices (tariffs), and to exercise control on issues linked with the determination (setting) and application of prices (tariffs) on the power industry, the natural gas sector, oil and oil products transport by trunk pipelines, railroad transport, transport terminal services, ports and airports, electric communications and mail services, nuclear fuel products, defense products, vodka, liquors and other alcohol products over 56 proof that are produced in Russia or imported into Russia, and ethyl alcohol produced in Russia;
- to consider the differences emerging among the executive power bodies in Russia's entities in the field of state regulation of tariffs, the organizations engaged in the regulated kinds of activity, and consumers.
The head of the Federal Tariffs Service is allowed to have up to four deputies. The service is also allowed to have up to nine departments on the principal directions of the service's activity.
The maximum number of people the service can employ in its central units in 271 (excluding security guards and maintenance workers).
