The minister was going to visit Moscow as a candidate for the post of the secretary general of the Council of Europe.

Ojuland was going to give Russian policy-makers a sidelight on her election platform.

In Moscow she planned to meet with members of the State Duma international commission and the Federation Council (the lower and upper chambers of Russian parliament). Her visit programme also included a meeting with Alexii II, Patriarch of Moscow and All Russia.

The Estonian foreign minister was also going to meet in Moscow with Russian Foreign Minister Sergei Lavrov. He has refused to meet referring to much work to do.
