Otchertsov believes that the lack of a clear-cut legislative base in the gas transport sphere critically increases the investment risks. "Preservation of the current state of affairs leads, and has already led, to big problems for the future of this sector", he said.
By way of example of unsettled problems, Otchertsov cited the situation with the Beregovoe field in West Siberia. For almost a year it has been standing idle because it has no permission to cut into the mainline pipe. He said that the total of investments into the development of the field is over 300 million dollars but, "owing to the many changes in the technical conditions of linking Beregovoe to the Unified Gas-Supply System, natural gas has never begun to arrive to consumers".
This oil and gas condensate field was prepared for commercial use in 2003: 23 wells were drilled, a comprehensive gas-preparation plant and a 32-kilometer gas pipeline were built. If linked, the production of gas from this field can be 4.9 billion cubic meters this year.
