UNITED RUSSIA IS READY TO DRAW ON IDEOLOGICAL EXPERIENCE OF CHINA'S COMMUNIST PARTY

MOSCOW, April 26 (RIA Novosti) - The United Russia party intends to draw on the experience of ideological work of the Communist Party of China (CPC), secretary of the General Council of United Russia Valery Bogomolov said.

On Monday he received a delegation of the CPC led by member of the Politbureau of the Central Committee of the Communist Party of China Wang Lequan. It is the first time that a delegation of Chinese communists of such high level visits Russia after the breakup of the Soviet Union.

"The Chinese comrades' experience in mobilizing people by ideological and organizational methods to accomplish state tasks is of great interest to us," Mr. Bogomolov said at the meeting with Wang Lequan.

"When I say 'people' I first of all mean party members," Mr. Bogomolov explained to journalists after the official meeting.

United Russia - a pro-presidential party which won a majority in the parliament - deems contacts with the Communist Party of China to be very important, in spite of the differences in ideology.

"We have ideological differences. You are a Communist Party, while United Russia is a party of the rightist-centrist orientation. But there is the main thing that unites us - respect for our people's traditions," Mr. Bogomolov went on to say.

In his opinion, the Chinese communists' experience will be of use to United Russia in spite of many distinctions, including the different directions of reforms.

The leaders of the United Russia party and of the Communist Party of China are solidary also in the idea that it is necessary to curb corruption, but hold different views on the tactic of struggle against it.

"The central bodies of the Communist Party have been tirelessly fighting corruption and spare no effort, specifically in the legislative field, to combat corruption and unhealthy morals and manners," member of the Politbureau of the CPC Central Committee Wang Lequan said.

In China corruption carries capital punishment, while in Russia they hold the view that it is better to boost officials' incomes and to prevent a conflict of interests.

Secretary of United Russia's General Council Valery Bogomolov believes that it is better to avoid such radical methods that are used in China.

"What execution, how can you say that?! Those who take bribes and those who give them are equally guilty," Mr. Bogomolov told journalists.

In his opinion, Russia should choose another way - explanation and general improvement of morals and manners. "If all of us regard corruption as an evil no executions will be needed," Mr. Bogomolov stated.

The party leaders of China and Russia also agreed that the notion of corruption is international and that corruption exists in all countries.

The representatives of the "majority" parties agreed to draft an agreement on cooperation. The head of the Chinese delegation invited the United Russia leadership to pay a return visit to China.
