Chemezov Sergei Victorovich was born on August 20, 1952 in the town of Cheremkhovo of the Irkutsk region (Siberia).
In 1975 graduated from the Irkutsk National Economy Institute.
Upon graduation worked at the Irkutsk Rare and Non-Ferrous Metals Research Institute. Starting in 1980, at the experimental-industrial association Luch.
