Malaysia is the country chairing the Organization of the Islamic Conference now.
"The international community must render Iraq assistance in the establishment of a democratic state, in the preservation of unity and territorial integrity of the country," says the document. "Convocation of a conference according to the Afghan model under the UN aegis would contribute to the realization of this goal, in our opinion." "All political forces of Iraq, together with representatives of neighboring states, UN Security Council members, could outline a strategy of a strong Iraqi settlement at the conference," says the message.
Mr. Putin positively assessed the more active participation of the UN in the crisis settlement, in particular, the fact that the UN Secretary General's special representative, Ambassador Lahdar Brahimi joined the negotiating process in Iraq.
"However, full-scale work of the UN directly in Iraq may start only after June 30, if maximally safe conditions are created for its personnel," said the Russian president.
For this, in his opinion, "a line must be drawn" under the period of occupation and the beginning of a new stage must be registered under the UN aegis.
Mr. Putin also said new decisions of the UN Security Council will be necessary in regard to many aspects of the transitional period, including the specified UN mandate, issues of UNMOVIC and IAEA mandates in Iraq, the expediency of preserving military embargo, the nature of international assistance to Iraq in ensuring stability etc.
"Only wide participation of the international community, the active role of the UN as well as Iraqi neighbors can impart positive dynamics to the Iraqi settlement," believes the Russian president.
The message also says that Russia confirms the necessity to realize the provisions of the Road Map, which remains the only adequate answer to the existing situation in the Middle East region.
"Solid and just peace in the region, realization of national wishes of the Palestinian people are possible only if the Arab-Israeli conflict is settled in accordance with resolutions 242, 338, 1397 and 1515 by the UN SC, and the Madrid principles," says the message. "The Road Map which remains the only adequate answer to the existing situation today and which was approved by both sides involved and the whole international community leads to such a settlement." The Russian president expressed the hope that through joint efforts with participation of all interested members of the world community, influential international organizations, including the Non-Alignment Movement and the Organization of the Islamic Conference, peace and stability will be restored in Iraq, and just and solid settlement achieved in the Middle East.
