RUSSIAN ELECTION SYSTEM STRONGER: PUTIN

NOVO-OGAREVO, May 6 (RIA Novosti) - The recent years have spectacularly streamlined Russian election patterns, and made the entire system stronger, said President Vladimir Putin while receiving the Central Election Commission at Novo-Ogarevo, his country residence in the Moscow environs.

Russia largely owes the improvements to commission functionaries and their colleagues at the lower, local levels throughout the country, he added.

The President highlighted smooth balloting arrangements, prompt commission work, and political openness of all related efforts. He is enthusiastic of latter-day vote count technologies. Computed returns are promptly offered to the public to a great political effect-millions see that elections proceed at a high political and technical level, said Mr. Putin.

It sets drastic standards to a public organisation that aspires to this status on a federal scale-a 10,000 threshold membership plus branches in more than a half constituent entities of the Russian Federation.

"The smaller political leagues have every right to survive, and we shall be backing them. As for parties out for an impact on municipal, regional and national developments, they must be big and serious, and have a major public siding.

"The preceding few years-even months-have proved the arrangement correct. It has left 46 parties in the political scene, which have the right to make nominations. That's quite enough for the voters to make their choice.

"We shall work on to buttress the national multipartisan system," said Mr. Putin.

He appealed to the commission to pay the greatest possible attention to contacts with election observers. Those representing political parties are entitled to priority.

The commission is in duty bound to promptly and efficiently respond to whatever information of nominees harassed, stressed the federal President.
