Solana said this in a RIA Novosti interview on Wednesday in view of the upcoming summit meeting.
On the part of the European Union, we have made the required effort for it to become a strong foundation for the reinvigoration of our cooperation and I hope we'll reach an agreement with Russia in these matters, the EU high representative said.
Asked by RIA Novosti, Solana said that a date for the start of talks on Turkey's entry into the EU will be fixed in December.
The EU is now talking to Bulgaria and Rumania, he said.
We have also proposed a prospect for joining the EU to countries of East Europe, of which the former republics of Yugoslavia - Croatia and Macedonia - have already filed official applications for EU membership, Solana said.
For now, we have no plans for the further expansion of the European Union, said the EU high representative.
On May 1 the European Union admitted Poland, Hungary, Czechia, Slovakia, Slovenia, Cyprus, Malta, Latvia, Lithuania and Estonia.
