Free movement over Europe, the fight against drug trafficking, corruption, organized crime and terrorism and other issues will be covered in the statement, Mr. Schwimmer reported.
"The CE committee of ministers decided to create additional anti-terrorist mechanisms," he noted.
According to CE secretary-general, the CE role has increased since the EU enlargement.
"We don't want a unilateral system in Europe. We need a Europe of equal partners," Walter Schwimmer said.
The forthcoming summit should boost the development of new Europe without demarcation lines, he stressed.
"In this case the Council of Europe will become a platform uniting European countries. The CE task is to respond to pan-European threats and challenges," Mr. Schwimmer noted.
