"The Russian president has set the goal - to make an economic breakthrough as a precondition for improving living standards and catching up with developed nations. In qualitative terms, this breakthrough should be seen in doubling GDP by 2010," the prime minister said at an annual session of the Russian Academy of Sciences.
"We should make a transition from the rental economy based on the exploitation of natural resources, infrastructure and major funds to the economy of development based on human capital, intellectual resources, innovations, high technologies and free entrepreneurship," said Fradkov.
The first steps in this direction have already been made, stressed the prime minister.
"The budget process reform envisages gradual introduction of programme and targeted methods in all ministries and departments. And the principles of developing federal targeted programmes to become a major administration instrument are being reconsidered," said the Russian prime minister.
"The transition to new principles of the budget formation will held improve profits from financing the priority areas of economic development," said Fradkov.
