"A constitutional act for the transitional period should not be invented. The European Union did not invent a constitution but used that of the Soviet Union, which sealed the single legal base, single rules of the game. The Constitutional Act of the Russia-Belarus Union should reflect the rules of the game as in the USSR, though without politics", he said.
"Time has come and political decisions are required", Borodin noted. He voiced the hope that very soon the presidents of Belarus and Russia will agree on all differences.
"I think that this year they will get together and consider all the questions regarding the Constitutional Act and a referendum on it", Borodin said.
In his opinion, the establishment of the Russia-Belarus Union is the first step towards the rebirth of the Soviet Union. "Now there are two of us (Russia and Belarus), then there will be three and after that the other countries of the Commonwealth of Independent States will join in", he believes.
