POLITICAL PARTIES SHOULD COOPERATE MORE CLOSELY WITH CIVIL STRUCTURES, SAYS PUTIN

MOSCOW, May 26 (RIA Novosti) - Political parties should cooperate more closely with civil structures, Russian President Vladimir Putin said in his state of the nation address.

"Parties should be interested in expanding their circles, strengthening their financial position and intellectual potential in order to be more active creating factions even in regional parliaments, to participate in local bodies of self-government. Parties should increase the level of political culture and political dialog, to come to power and leave it in compliance with people's will," he said.

The Russian leader criticized non-government organizations.

About 1,000 NGOs are functioning in Russia, he said. "But not all of them are oriented towards protecting real interests of people," Putin believes.

According to the president, a priority for some of these organizations is to receive financing from domestic and foreign foundations, for others it is servicing ambiguous commercial interests.

"At the same time they ignore the most acute problems of the citizens. When fundamental human rights, encroachment on people's real rights are at issue, their voices are not heard," the President said.

There is nothing to be surprised at, he pointed out, as "they cannot bite the hand that feeds them." Still, "such examples should not give us a motive to accuse all civil organizations in general", he added. "Such problems are inevitable and temporary," the President believes.

"In order to solve these problems and create an incentive for further growth of civil society institutions we do not need to invent anything. Our own experience and the experience of the world have proved that a number of approaches are quite efficient," he pointed out.

For example, "it is necessary to gradually give the non-government sector the functions that the state should not or cannot carry out efficiently," he believes.

Vladimir Putin called to make use of public chambers, the experience of which has been accumulated by the regions.

"It would be worth using the experience of public chambers accumulated in the regions, which can provide a high-quality expertise for the most important legal acts," he said in the address to the Federal Assembly.
