"Dialogue with big business should be separated from other forms of the government's cooperation with business," Mr Pavlovsky told a news conference at the Novosti news agency on Thursday.
President Vladimir Putin came to power and declared the principle of equidistance with respect to large monopolies and barred them from political decision making and control over the media.
However, Mr Putin met the leaders of the Russian Union of Industrialists and Entrepreneurs, also known as "oligarchs' trade union," regularly.
"Dialogue is a political notion. It shaped up in Mr Putin's first presidency (2000-2004), when he teamed up with people who were unpopular with the nation and medium businesses, and needs to be amended," said Mr Pavlovsky. The state of the nation address, which the president delivered on Wednesday, showed that he was intent at maintaining helpful dialogue with small and medium business.
Mr Pavlovsky believes oligarchs themselves are to blame for their negative image in society. "Corporations authored negative images of each other largely as a means of competition," said the expert.
