MOSCOW, June 21 (RIA Novosti) - Russia's Mufti Council speaks out against adoption and implementation of the U.S. "Greater Middle East" plan, providing for the western reforms in the region, says the statement of sheikh Ravil Gainutdin, chairman of the Russian Mufti Council.

"The history of mankind shows that democracy can not be enforced from above at someone's will in a separate country or whole region. Establishment of democratic standards and order is impossible without appropriate economic, social, political and cultural conditions," stresses the document.

According to the Russian Mufti Council, democratization leaves out the use of force, but requires the readiness and will of the people to lead a new life. Besides, the western and, in particular, American culture and the western society cultural values contradict the Moslem traditions," reads the statement.

"The outcome of the U.S. activities in Iraq and Afghanistan under the flag of 'democratization' is apparent," the Mufti Council noted.

"Over 900 years ago, the European feudal lords launched crusades against Islam and the Moslems under the flag of protecting Palestine's Christian shrines. The "Greater Middle East" may become a new "crusade" against Moslems in the 21st century," says the statement.

Today, many Islamic countries are going along the way of democratization, believes the Mufti Council. "They are going slowly, following the Moslems' mentality, which, proceeding from Islam, supports gradual evolutionary development," the document points out.

The Russian Mufti Council backs those Middle East forces, who speak out against the Greater Middle East plan, the Council added.

The statement also condemns the U.S. policy in Iraq and the U.S. soldiers' humiliating treatment of the prisoners.
