PREMIER FRADKOV TO HOLD ALL-RUSSIA CONFERENCE ON CIVIL DEFENSE

MOSCOW, June 29 (RIA Novosti) - Prime Minister of Russia Mikhail Fradkov will hold on Tuesday an All-Russia Conference on Problems of Civil Defense (CD).

The press department of the Emergencies Ministry of Russia has reported that taking part in the conference will be senior officials of the federal bodies of executive power and executive bodies of the Russian Federation's entities on the problems of civil defense.

"The conference is expected to discuss the implementation of the principles of the single state policy in the sphere of civil defense until 2010, as well as how to secure better protection of the territories and population from emergency situations, ensure fire safety and safety at water bodies," the spokesman for the emergencies ministry reported.

The Conference will be held at the 179th rescue center of the Russian Emergencies Ministry in Noginsk (Moscow region).

After that special exercises on the theme "Actions of Civil Defense Forces aimed at elimination of a terrorist act at a potentially dangerous facility" will be held.

Apart from that the conferees will have the opportunity to attend the exhibition of technologies and technical means used in emergency and rescue work, prevention of emergency situations and protection of the population in the time of war and peace.

The Emergencies Ministry has reported that special units of the civil defense of the Russian Federation over the passed years took part in over 150,000 rescue operations in Russia and 48 countries. Aid was rendered to more than 1.5 million people. In 2003 alone over 90,0000 people were saved.

At present in the sphere of civil defense a qualitatively new, socially-oriented normative-legal base is being created. For the first time in Russian history the state basic laws aimed at ensuring safety of a man in peacetime and values created by him have been adopted, the Emergencies Ministry noted".
