The bill will be considered in the first reading on Friday, July 2, he added.
The State Duma council approved the procedure of considering the bill. The main reports on behalf of the government will be delivered by Finance Minister Alexei Kudrin and Healthcare and Social Development Minister Mikhail Zurabov. Then a representative of the budget committee will be given the floor.
Afterwards, each faction will be able to ask two questions on the bill's concept. Independent deputies will be given one question. Then all blocs will be able to speak on the subject.
Alongside the concept of the bill, the United Russia faction is working out a draft decree of over 20 clauses, Mr. Gryzlov said. These are agreements reached with the government during preliminary discussions of the bill.
The bill was discussed on Monday at the faction's presidium, as well as the session of the party's Supreme Council, he recalled. The key executor of the bill is the budget and tax committee.
"We continue working on these amendments and will introduce a draft decree for deputies' consideration ahead of the day of voting," the speaker explained.
Earlier President Putin had said that the 2005 federal budget allocated 170 billion roubles ($5 billion) to replace benefits with subsidies.
