CIS STATES ASSAIL OSCE ACTIVITIES

VIENNA, July 8 (RIA Novosti) - The CIS (Commonwealth of Independent States) states assailed the Organization for Security and Cooperation in Europe (OCSE).

Officially announced on Thursday at a session of the OSCE Permanent Council was the statement of the CIS states regarding the state of affairs in the OSCE, informed sources told RIA Novosti.

The CIS statement assails the OSCE activities, pointing out their politically loaded nature and the fact that the Organization does not follow the fundamental documents.

"Currently the Organization for Security and Cooperation in Europe, enjoying the key position in the European security architecture, has failed to adapt to the changing world demands and ensure effective settlement of security and cooperation issues in the Euroatlantic space", reads the document in particular.

In the CIS states' opinion, the OSCE frequently disregards such fundamental principles as non-interference in the internal affairs and respect to the state sovereignty.

"The OSCE activities in the humanitarian sphere boil down to monitoring the situation in terms of human rights and development of democratic institutes in the CIS and former Yugoslavia. Recognizing the importance of these OSCE activities, we, nevertheless, regard such practice of the OSCE development as inconsistent with the OSCE fundamental principles", says the statement.

Inefficient are the OSCE "field activities" consuming the bulk of the Organization's budget.

"Of concern is the fact that the OSCE field mission focus not on the main provisions of their mandates, related to assisting the authorities of the receiving nations throughout the whole spectrum of the Organization's activities, but on monitoring the situation in terms of human rights and democratic institutes", reads the document.

At the same time, the CIS believes that there are cases of unreasonable criticism of the receiving country's internal policy on behalf of the field missions' administration.

Of growing importance currently is development of new approaches to the OSCE activities, the document points out.

"The OSCE agenda should include prompt settlement of the disbalance between the three directions of the OSCE activities by increasing the role of the military-political, economic and environmental components", believe the CIS states.

"Being the OSCE members, the CIS states intend to pursue their line in the organization as to specialized institutes and field presence as well as elections monitoring proceeding from the OSCE real capability of adapting to the new conditions and the extent of its response to the listed concerns", stresses the document.

Georgia abstained from signing the statement pointing out at the same time that the OSCE should be improved and its institutes reformed.

An amendment was made by the Moldavian side.

In particular, it believes that more attention should be paid to the OSCE inefficiency in settling territorial disputes.

In Kishinev's opinion, regretful is the imbalance between the OSCE intensive activities in maintaining the democratic standards and its reluctance to settle the "frozen" conflicts in the CIS states' territory.
