COPIES OF PRESIDENT'S BUDGET ADDRESS WILL BE HANDED OVER TO DUMA COMMITTEES ON TUESDAY

MOSCOW, July 13 (RIA Novosti) - The copies of the Russian president's budget address to the federal assembly (parliament) will be handed over to the committees of the State Duma, the lower house of parliament, on Tuesday, Duma Vice-Speaker Artur Chilingarov told reporters on Tuesday.

"We will take a close study of the president's address and prepare our proposals on the 2005 draft federal budget," said Mr Chilingarov.

Mr Chilingarov said the president emphasised in the address the need to ensure financial guarantees of the social reform.

The deputy said the president "enthusiastically supported the fact that stabilisation fund money would be used to address social security issues in the first instance, i.e. to pay pensions and monetary compensations that will replace in-kind benefits."

"The stabilisation fund guarantees that the government will ensure the law on compensation payments," said Mr Chilingarov. The MP noted that those issues concern millions of Russians.

Mr Chilingarov reiterated that the state thereby guaranteed that it would fulfil its social obligations.

Mr Chilingarov named the development of the tax and budget laws, the modernisation of the armed forces and the development of the public infrastructure among other budget priorities.
